This depends on the default setting in Compressor's FRAME CONTROL window. If it is set to "Automatic" then Compressor is performing some frame-rate conversion, if it is set to "OFF" the no, no conversions will be performed.
The default setting is "Automatic" and though it seems as though it is "inactive" or "off" it is actually on.
